right now. including that so-called fiscal cliff. only seven hours until the ball drops for new year's. and seven hours till the united states formally goes over that fiscal cliff. a still combative president obama says an agreement is in sight and the senate leader mitch mcconnell says it's close as well. house republicans have decided they will not vote until after taxes have already gone up. they're supposed to go up after midnight. we have complete coverage of this breaking news story as well. let's begin this hour with our senior congressional correspondent dana bash. as we've been saying, we are going over the fiscal cliff. >> reporter: technically, that is true. house has decided that there's no point, from the perspective of republicans who run the house, to stay tonight, because the plan over the past two, three days, has been for the senate, which is down the hall behind me, tore vote on any kind of deal first, and then send it to the house. the senate isn't there yet. they're very close. but close doesn't give a bill to the people who need to write it and put it on the flo

. that's the fiscal cliff. we reach the brink in two days. let's go live now to dana bash on capitol hill. because of news of a setback. dana, what do we know? >> that's right. we got this word from democratic sources about a half an hour ago. maybe a little bit more. that they consider a major setback to be going on right now. a poison pill, something that the republicans offered last night and democrats rejected today. it's called technically chain cpi, the buzz word for it. what it means for real people and real terms, would be that social security recipients would see smaller checks on a monthly basis and that's why democrats are saying that this is a nonstarter. the president did propose this to the house speakers as part of a larger deal. he even talked about it again this morning on nbc, the president. but democrats are saying that they simply do not see this in this miner, smaller mini deal. they don't want to deal with the entitlement issue at all until a later date when they can deal with it in a broad sense. here's an example of what we heard a half hour ago from the republican

viewers here in the united states and around the world. breaking news on the fiscal cliff. there's been a significant snag in the negotiations with just fewer than two days remaining to go. about 36 hours remaining on the countdown clock. dana bash is on capitol hill with latest. dana, what have you got? >> this kbifs you a good sense of where things stand. they're at a standstill. you see a lot of reporters milling around. it's behind this wall that you can't see. the democrats, all senate democrats are meeting now, getting a briefing from the senate democratic leader, harry reid and down this haul, which you can't see from here, the same thing is going on with republicans. at the podium we hope to hear from senate majority leader, harry reid. in terms of where things stand, they're frozens it goes. earlier today, we explained that the reason from the democrats point of view is that they got an offer from republicans that includes what was known as chained cpi, which you've been explaining means social security checks would be smaller for social security recipients, which is something

than a year. now, as the new year's deadline approaches, the fiscal cliff may be moving to a later date, in 2013. it is part of a possible deal that is forming at this hour. this, of course, represents the $3.6 trillion the u.s. government spent last year, unless congress reaches a deal when the new year hits. so too will the fiscal cliff. $600 billion worth of tax increases and spending cuts. it is supposed to be automatic. but now republicans are suggesting a delay, the president just spoke trying to add pressure to congress to avoid going over the fiscal cliff. listen. >> my preference would have been to solve all these problems in the context of a larger agreement, a bigger deal, a grand bargain, whatever you want to call it, that solves our deficit problems in a balanced and responsible way that doesn't just deal with the taxes, but deals with the spending in a balanced way, so that we can put all this behind us focusing on growing our economy. but with this congress, that was obviously a little too much to hope for at this time. >> let's turn now to chief white house correspondent

the fiscal cliff. why? after january 1st, when everyone's taxes go up, the new congress sworn this on january 3rd could vote to cut taxes. a much easier vote to cast for republicans as well as some democrats. as for the president, is he nhe scheduled to leave his family tonight, come back to washington tomorrow morning, in the hopes of helping his fellow democrats try to find enough republicans to pass his plan. but of course this goes without saying that was a plan that most if not all republicans campaigned very strongly against. >> the most likely scenario is actually did go off the cliff now. ryan liza is our correspondent from washington. you look at this and we're hearing echos of the past. the republican speaker from the house of representatives said, and i have it here somewhere, i don't want to be critical of john, meaning john boehner, but if you don't ever bring something to the floor without the votes. so this is what happened last thursday night where he brought this bill to the floor, his plan b, and it went nowhere. was that a major miscalculation for him? >> it was. look, denn

reid and mcconnell, they just met, but now they're saying, it wasn't about the fiscal cliff. what else is there to talk about? >> reporter: no. i think we know exactly what their new year's eve plans will be, we're going to be right here. senator reid himself said that they did not discuss that. and it seems to be that that is an indication, at least to republicans here on capitol hill, that it is the president's move next to make more clear what jessica is talking about. that the president has said publicly, he wants to do as kind of that stopgap, scaled down version. in fact, mitch mcconnell himself said in the hallway, just moments ago, that he does expect to go to the white house, as jessica just alluded to. he expects to do that tomorrow. they haven't gotten a formal invitation tomorrow. there's no time set for this meeting tomorrow, but mitch mcconnell says he does expect to go. and so that really does speak to the next move, tomorrow. >> well, that is good news. that is good news, senator mcconnell going to the white house tomorrow, hopefully. but i'm going to ask you about the

, as of now so far as we know there is no fiscal cliff deal, but negotiations primarily betweens those two men are going on even as we speak or between their staffs. we're hearing a new sense of optimism from some senate members who believe they might be able to pass some kind of minimalist package that would keep tax rates from going up on the majority of americans. i want to go to capitol hill and cnn's senior congressional correspondent dana bash. dana, is that the sense you get that somehow we should be optimistic about whatever it is that's going on? >> you know, as we talked about before, you definitely get a feeling or the atmosphere here is that there is progress being made but in the same breath, but, there are still thingsing to worked out. as we wait for what we generally see when the senate opens which is the pledge of allegiance, a prayer and so forth, if you see the bottom of your screen, i'm not sure if you can see it, white hair, that is harry reid, the senate majority leader. it may be we will hear an update from him. maug maybe we should listen to th the. >> prayer. >> let us

city. investors going into a short holiday week worried about a fiscal cliff deal. all markets pointing to a lower open. markets close at 1:00 p.m. eastern today. >>> gas prices have dropped by nearly 12 cents over the last two weeks. the average cost of a gallon of regular is $3.26, according to the latest lundberg survey. in the last 11 weeks, gas prices have fallen by 58 cents per gallon. lower prices at the pump are not likely to continue. we can see an increase of 5 or 10 cents per gallon soon, due to increasing crude oil prices. >>> a potential big snag for transport and trade. 16,000 workers at 15 ports from boston to houston on the verge of going on strike. the international long shoreman's observation association has been bargaining since march and a contract extension expires on the 29th. you've heard about the fiscal cliff. what about the dairy cliff? that's what dairy farmers and milk producers are called dairy subsidies set to expire. unless congress extends legislation, you could see milk prices double next year to about $7 a gallon. 7 bucks a gallon. with congress' attent
